Synopsis

Legitimately constituted government entities have been created to guarantee rights and satisfy the needs of citizens in a timely, transparent and respectful manner, hence, each institution is obliged to generate the capabilities to comply with this precept, consequently, the National Police of Colombia, deals with issues related to citizen security and for this purpose has created specialized units, with the School of Guides and Canine Training “Agente Álvaro Rojas Ahumada” (ESGAC) being in charge of forming canine teams to carry out surveillance work. and control against criminal acts that affect life and ecosystems, from this training action, knowledge and experience are derived
that can be transferred to other organizations in the security sector, which is why this chapter aims to show the results of the documentation of a case experiential carried out by said school regarding the rationalization of an institutional procedure for the police technical assistance service of canine certification aimed at the value groups of surveillance and private security companies, within the results it was evident that this service has consolidated at the national level, which has a high impact on public safety and which is the only canine certification model that meets the attributes of the Colombian public management model in terms of creation, modification, simplification or elimination of procedures and therefore, It is part of the government offer for relations with citizens, this fact allows it to develop administrative, regulatory and technological activities, understood as rationalization.
