Desafios de segurança cidadã para o desenvolvimento urbano sustentável do metrô de Bogotá

O projeto da Primeira Linha do Metrô de Bogotá (PLMB) representa desafios de segurança cidadã para operadores de justiça e formuladores de políticas, e para a garantia da governança e da governabilidade por meio da teoria do design ambiental. O estabelecimento de possíveis riscos sociais, ambientais, de segurança humana e de fenômenos criminológicos por meio de antecipação permite a avaliação das políticas de segurança e defesa (2018-2022) e do índice de paz global (IPG), além de determinar o nível de concordância entre os policiais de acordo com a teoria de policiamento baseada em evidências. A metodologia correlacional híbrida estabelece que a gestão de riscos e os planos abrangentes de segurança, convivência e justiça do cidadão precisam ser reavaliados diante de fenômenos criminológicos, como o terrorismo. O IPG indica a instabilidade, o pânico político e as manifestações violentas como as variáveis que afetarão o funcionamento. Além disso, o fortalecimento da preparação técnica dos policiais, as políticas voltadas para a solução de problemas criminais e a criminologia ambiental. Em conclusão, a probabilidade de ocorrência de um ato terrorista é o principal risco, o que exige a avaliação da vulnerabilidade em locais específicos, a resposta a possíveis interrupções e a sinergia das instituições.
