In Colombia the takeover of the Palace of Justice has been a regrettable historical level and victims generator due to the consummation of the crime of enforced disappearance. Colonel Plazas Vega (r) who at the time was responsible for leading all forces against the M-19 for the return of national, he has followed a process of great significance in the country, since their role in making it possible exceed preset limits being necessary to analyze the theory of command responsibility for domain organization, which has been the primary basis to prosecute and punish the leaders who violated the rights and guarantees of citizens who were there.
