Resumen

Nuestra Constitución y nuestra filosofía del Derecho han estado caracterizadas por la consideración hacia la mayor libertad posible del individuo. Pero hasta la mente menos despierta debe darse cuenta de que ahora nuestra nación no puede quedarse tan aislada ni ser tan autosuficiente como para poder garantizar esa libertad, seguridad y oportunidades a nuestros ciudadanos con buenas leyes internas solamente. Dos veces a lo largo de mi existencia, fuerzas originadas fuera de nuestras fronteras y ajenas a nuestras leyes han quebrantado nuestra forma de vida, han hundido nuestra economía y han amenazado en nuestro propio país nuestra seguridad, nuestra libertad y nuestras propiedades.
